59 PM Central Supplemental Information HHR Compliance Auditor The purpose of the position is to regulate the Historical Horse Racing (HHR) program for the Louisiana State Racing Commission (LSRC) in accordance with Louisiana R.

This position serves as the Auditor of HHR machines at Wagering Facilities throughout the state, reporting directly to the Director of Pari-Mutuel Wagering of the LSRC.
There are four HHR Compliance Auditor positions, each will be assigned to oversee LSRC-approved HHR Locations as directed by Director of Pari-Mutuel Wagering.
The position locations are Bossier City, New Orleans, Opelousas, and Vinton 50% Auditing Operations Ensure that all HHR Machine Hardware and Software for HHR Tote Servers and HHR Terminals within assigned area has had initial approval from the LSRC-Approved Independent Testing Lab.
Conduct unannounced audits and field inspections of HHR Machine Hardware and Software for all LSRCapproved HHR Locations operated within assigned area.
Coordinates with Independent Testing Lab and Integrity Auditor for field and remote inspections of HHR Operations as needed.
Communicates upcoming and non-complaint Hardware and Software to Independent Testing Lab and Director of Pari-Mutuel Wagering.
Inspects LSRC-approved HHR Locations as assigned to ensure that all Wagering Vendors and Association Employees dealing with HHR Machines are licensed and that HHR Locations follow all standards set by the Rules of Racing and State Statutes.
The standards include, but not limited to, proper record retention, approved hours of operation, HHR activity limited to designated wagering area, proper storage and servicing of HHR equipment, listing and enforcement of excluded persons, minimum internal controls for HHR operations, adherence to responsible play program, proper ticket and voucher payout, and any posting requirements as established by Rules of Racing and Statute.
Inspects HHR Location logs remotely and/or on-site to ensure that all people who show up on the HHR Location grounds whose duties are directly related to the conduct of historical horse racing are properly licensed per the Rules of Racing.
Communicates need for any non-licensed person to submit application for licensure.
Communicates to HHR Location Manager-on-Duty any issues that require immediate remedy to be in compliance with LSRC's HHR Rules and Louisiana Revised Statutes.
After consulting with Director of Pari-Mutuel Wagering, instructs HHR Location Manager-on-Duty to shut down any part of HHR Operations that are in non-compliance with LSRC's HHR Rules and Louisiana Revised Statutes until they are determined to be compliant by LSRC.
Conducts inquiries as needed of Independent Testing Lab, Integrity Auditor, LSRC Financial Auditors, and HHR Licensees to gain understanding of HHR processes and controls.
Must be able to travel within Louisiana on short notice.
Reviews and researches all up-to-date applicable HHR standards, criteria, and regulations to proficiently audit/inspect HHR Operations.
50% Reporting/Administrative Operations Assists Director of Pari-Mutuel Wagering with processing approved HHR License Applications, distributing approval documents, and securing application payments, and securing supplemental documentation from applicant or applicant's company as needed to fulfill HHR Application review requirements.
Presents audit and inspection findings to Director of Pari-Mutuel Wagering and communicates any issues that need follow-up action.
Prepare well-organized, logical, concise, and clearly written documentation, including proper grammar and spelling.
Prepares correspondence to HHR Location Management addressing audit and inspection findings to be remedied.
Distribute subpoenas for attendance of witnesses and production of records related to HHR activities to any Commission hearing as requested by Executive Director or Assistant Executive Director.
Receive, document, and investigate complaints submitted by patrons regarding HHR issues.
Conduct remote or in-person interviews with complainants and HHR Location representatives to gather relevant information as needed.
Assist in preparation of draft findings based on work performed and evidence collected, describing investigation findings and recommendations sufficient to support Commission action.
Notifies Director of Pari-Mutuel Wagering of issues requiring immediate action by LSRC.
Fills in for Auditor duties in other jurisdictions as needed and as determined the Director of Pari-Mutuel Wagering.
Must effectively communicate with Director of Pari-Mutuel Wagering, LSRC co-workers, Licensed Individuals, and the general public, including communicating technical matters in a non-technical form.
Must demonstrate appropriate attention to detail and be able to organize documentation in a logical order that can easily be followed by Director of Pari-Mutuel Wagering and other HHR Compliance Auditors.
Maintain confidentiality of confidential and privileged information.
Participate in team meetings, in-person or remotely, as required by Director of Pari-Mutuel Wagering.
Develops recommendations to strengthen LSRC HHR internal controls and audit standards.
Maintain skills and annual training as required by LSRC Policy.
Must be available to work overtime as necessary.
Experience:
A baccalaureate degree from an accredited college or university (in any major).
Strong Proficiency in using Computer Hardware and Software to include Windows PCs and Microsoft Office Suite.
Proficiency with Dropbox.
Ability to learn and to use new hardware and software as needed to fulfill HHR Compliance goals.
Preference to applicants with Gaming Compliance, Regulatory Compliance, Governmental Audit, and/or Corporate Investigation experience.
