Supplemental InformationThe Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts.
Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency.
LDR is comprised of the following groups:
Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery and Louisiana Tax Free Shopping CommissionThe Field Audit Sales & Excise Tax Division is responsible for compliance audits of all the Louisiana sales, severance, excise and miscellaneous taxes by field auditors specializing in compliance activities directed at enhancing voluntary tax compliance.
Audits are performed on individuals and entities both within and outside of Louisiana.
Staff members are physically located at headquarters and in remote locations formerly referred to as Districts in Louisiana as well as Houston, Dallas, and other large metropolitan areas around the country.
This vacancy will be filled by a current classified employee of the Louisiana Department of Revenue.
ABOUT THIS POSITIONThe incumbent in this position serves as an assistant to the Revenue Tax Auditor Manager, Revenue Tax Assistant Director, or Revenue Tax Director over a team of auditors in a defined geographical area.
The incumbent in the Revenue Tax Auditor Supervisor (RTAS) position is responsible for the supervision of a staff of Revenue Tax Auditors (RTA) located within the state of Louisiana as well as other locations throughout the United States.
RTAS and RTA positions are domiciled at regional headquarters or home offices and are strategically located within and without the State based on the assessed need for audit resources in a specific geographical region of the State and/or country.
This position is directly responsible for coordinating tax audits for various tax types including but not limited to Corporation income, Franchise, Personal Income, Sales/Use, Severance, International Fuel Tax Agreement, Tobacco, Motor Fuels, Natural Gas Franchise and other taxes administered by the Department of Revenue.
The incumbent of this position may be responsible for field audit administration duties for two or more tax types.
Duties include, but are not limited to:
Accompanies Revenue Tax Auditors on pre-audit and post-audit interviews with taxpayers and their accountants, chemists, information technology personnel, and legal counsel to discuss audit procedures, explain the results of audits, and the treatment of various tax issues.
Assigns case inventory and provides assistance in determining the appropriate course of action of audits.
The position also plans the workload, workflow, deadlines, work objectives, and time management priorities.
The incumbent also monitors Revenue Tax Auditor performance standards and measures and conducts performance evaluations.
The supervisor:
is expected to maintain effective communication and working relationships with taxpayers, audit staff, reviewers, legal personnel, and department management.
Supervises the performance of auditing procedures, identifies issues, and documents procedures.
Manages RTAs in a manner that establishes a work environment that motivates and encourages RTAs to improve the quality and quantity of work performed.
Emphasizes utilization of efficient auditing procedures and technology to target and uncover material deficiencies and reduce audit time per case.
Assists Revenue Tax Auditors in designing audit programs and procedures in the examination of taxes of varying levels of complexity.
No Civil Service test score is required in order to be considered for this vacancy.

QualificationsMINIMUM QUALIFICATIONSA baccalaureate degree with twenty-four semester hours in accounting plus four years of professional level experience in tax accounting or tax auditing.
SUBSTITUTIONSProfessional level experience in accounting or financial auditing will substitute for a maximum of two years of required tax accounting or tax auditing experience on the basis of two years of professional level accounting or financial auditing experience for one year of the required tax accounting or tax auditing experience.
Graduate training in accounting will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience.
Possession of designation as a Certified Public Accountant or CPA Inactive will substitute for one year of the required experience.
Possession of a current license to practice law in Louisiana will substitute for two years of the required experience.
There is no substitution for one year of the required tax accounting or tax auditing experience.
NOTEAny college hours or degree must be from an accredited college or university.
NOTEThis position requires travel on a regular basis to audit locations or attend meetings, conferences, training classes, or other work locations throughout the United States.
