Responsibilities:
Assess, validate requirements for transition, technical refresh and life-cycle sustainment responsibilities within USMC IT environment, which includes all assets, applications, peripherals, system tools, and assess the state of enterprise and site infrastructure, and to coordinate overall site and facilities readiness. Apply formal quality processes at each location to prioritize and resolve parochial issues associated with transition activities, technical refresh, asset tracking and life-cycle sustainment.
Develop an effective plan that accurately assesses technical and programmatic issues that define critical path requirements at each location. Key facets of this plan include methods for surveying customer requirements; management of current application inventories; entering and monitoring data for services ordered into current tool set
Develop and execute a formal strategy that ensures the notional schedule of events is planned for, while providing flexibility to accommodate shifting priorities within the USMC IT environment.
Ensure asset data that has not been reconciled, is accurately updated as well as follow execution discipline guidelines and life-cycle sustainment process and procedures
Execute enterprise transition strategy that effectively prepares sites for transition, technical refresh and life-cycle sustainment for the USMC IT environment. Coordinate at the Marine Corps sites to ensure that accurate customer data is captured and defined site requirements fit into the overall schedule for transition, technical refresh, and life-cycle sustainment.
Define program of customer interface and management that ensures the programmatic goals of PdM MCNIS office are aligned and integrated, which includes coordinating support schedules and ensuring the availability of technical support personnel that is aligned with PdM MCNIS site matrix.
Follow the overall schedule for transition and maintaining the overall schedule for technical refresh, resolving anomalies and issues with both Marine Corps customers and prime vendor support staff, follow-up on Service Requests (e.g. Moves, Adds, and Changes (MACs)), and ensuring the goals and milestones of PDM MCNIS and the DoN Program Office are attained.
Establish a cohesive technical management framework that ensures execution of task order requirements within the specified constraints (e.g., budget, schedule), which includes identifying suitable milestones, products, documentation, etc. necessary to affect a collaborative process with the Government/Contractor.
Coordinate stakeholder priorities and vetting requirements, capturing resulting recommendations, and facilitating immediate resolution of transition and cutover problems among the parties
The contractor shall survey customer requirements, enter and monitor data for services ordered into current tool sets (NET, Asset Center, at each site).
Track Interim Authority to Operate (IATO) and Authority to Operate (ATO) for servers and sites.
Update and reconcile asset data in NET following USMC process and procedures.
Coordinate and resolve technical, scheduling and delivery issues associated with technical refresh, asset tracking and life-cycle sustainment using NET, Asset Center and eMarketplace tools.
Leads will interface daily with the regional/local site government and military leadership; track all tasks at the Command Level and provide weekly/monthly status reports, approve timesheets; and report directly to the Technical Manager

Qualifications:
BA or BS degree in the appropriate discipline from an accredited college or university, plus ten (10) to thirteen (13) years of progressive and relevant experience. Additional relevant education may be substituted for progressive experience.
Must have a working knowledge of USMC Command structure or G-6 organization. Experience providing NMCI and/or NGEN transition support required. Must have management and supervisory experience leading personnel in similar role, and must be able to function independently and manage multiple projects and deadlines. Must be able to conduct strategic planning to achieve Command initiatives, and be adept at communicating with all levels of users, especially Commanding officers and Command staff down to lowest user level. Writing, verbal, and presentation skills are a must-have. Must be detail-oriented problem solver with strong analytical and interpersonal skills. Lead/Sr. Analysts will be required to build definitive spreadsheets, work with various databases, capture and manipulate data, and perform data analysis to identify areas requiring action. Should have thorough knowledge of MS Excel, and current tool sets (i.e., NET, eMarketplace, Asset Center, BelManage, Remedy, UAMT, Admin Pak, ISF Tools, etc.)
Prefer candidate to have ITIL v3 Foundations certification

Physical Requirements:
Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. Must be able to lift and carry up to 25 pounds. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.
Work Environment:
Generally an office environment, but can involve inside or outside work depending on task. An inside environment may be a cubicle or within a NOC (considerations: close quarters, low to moderate noise, bright or dim lighting). Outside work may include various environmental conditions including warm and cold climates. Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions. The position is located in government spaces in New Orleans, LA.
Equipment and Machines:
Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.
Attendance:
Work hours are normally 8 hours per day and 5 days per week, Monday-Friday. Regular attendance of scheduled hours is extremely important. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer's locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
