For the GS-05:
The incumbent of this position will provide support to higher-grade Investigators by performing developmental assignments which are designed to:
give the incumbent experience in applying basic civil and criminal investigative and financial audit techniques; familiarize the incumbent with the LMRDA statutory authorities and Section 7120 of the CSRA and related laws, rules, regulations, precedents and agency policies; and, facilitate the efforts of investigative/audit teams by providing background information and basic fact-finding support. Accompanies higher-grade Investigators to meetings with union officers to observe practices and techniques used in obtaining information or negotiating for voluntary compliance. Drafts portions of case reports based on these observations. For the GS-07:
The incumbent of this position will perform developmental assignments related to conducting civil investigations of individuals and labor organizations that have violated or may violate provisions of the LMRDA. Provides support to higher-grade Investigators by performing developmental assignments to facilitate the efforts of investigative/audit teams. Conducts extensive searches for information from labor organization financial reports, union constitutions and other documents. Organizes information to assist in preparations for civil and criminal investigations. Participates in the planning portions of straight-forward civil and criminal investigations and compliance audits of local unions. Conducts assigned portions of compliance audits and criminal and civil investigations of union operations or financial practices. May perform specific monitoring duties during supervised union elections related to compliance with LMRDA and related laws. With the assistance of a supervisor or a higher-grade Investigator, conducts specifically selected, straight-forward civil and criminal investigations, compliance audits, and routine enforcement activities that provide the employee with an opportunity to strengthen investigative skills. Typical assignments involve analysis of the operations of small to moderate sized local unions where the required facts and evidence are available through the application of standard investigative techniques and established methods and procedures. The incumbent of this position will provide support to higher-grade Investigators by performing developmental assignments to facilitate the efforts of investigative/audit teams. Conducts searches for information from labor organization financial reports, union constitutions and other documents. Organizes information to assist in preparations for civil and criminal investigations. Participates in the planning portions of straight-forward civil and criminal investigations and compliance audits of local unions. Conducts assigned portions of compliance audits and criminal and civil investigations of union operations or financial practices. May perform specific monitoring duties during supervised union elections related to compliance with LMRDA and related laws. With the assistance of a supervisor or a higher-grade Investigator, conducts specifically selected, straight-forward civil and criminal investigations, compliance audits, and routine enforcement activities that provide the employee with an opportunity to strengthen investigative skills. Typical assignments involve analysis of the operations of small to moderate sized local unions where the required facts and evidence are available through the application of standard investigative techniques and established methods and procedures. Conducts compliance assistance, participates in liaison activities and serves as a team member in enforcement activities as well. For the GS-05:
Applicants must have 3 years of general experience, 1 year equivalent to the next lower grade level, GS-04, in the Federal service or have 4-year course of study leading to a bachelor's degree. General experience is progressively responsible experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. For the GS-07:
Applicants must have 1 year of experience equivalent to the next lower grade level, GS-05, in the Federal service or have 1 full year of graduate level education or meet the creditable specialized experience of:
Performed developmental assignments to facilitate the efforts of investigative or audit teams. Performed record searches at courthouses, educational or financial institutions. With assistance of a supervisor conducted straight-forward investigations, or audit activities that provided the employee with an opportunity to strengthen investigative skills. Analyzed and summarized facts in writing related to transactions or allegations. Drafted portions of reports and basic audit findings for use in final reports. Researched background information, financial data, official documents, and computerized reports to extract pertinent data OR Meet Superior Academic Achievement (S.A.A.) which recognizes college or university students who have achieved superior academic standing as evidenced by one of the three methods described below. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership:
Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.Grade-point average (G.P.A.) Applicants must have a grade-point average of:
a) 3.0 or higher out of a possible 4.0 (B or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Created written reports and detailed basic audit findings for use in final reports. Researched background information, financial data, official documents, and computerized reports to extract pertinent data and summarized the findings in writing.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
