Student Trainee (Paralegal Specialist)

The following are the duties of this position at the GS-09. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Student Trainee (Paralegal Specialist), you will:
Receive and screen all incoming calls and visitors to the office, answering most questions and completing most business involving established policy or routine matters without referring these inquiries to the General Counsel. Personally, answer some inquiries through knowledge of office procedures or by researching and obtaining information from the files or other sources. Refer other questions to staff members as appropriate, but, where possible provides background information with referral. Serve as a paralegal specialist trainee performing legal research and technical duties under the direction of an attorney with respect to HUD program matters, relevant legislation, regulations and precedents. Research and analysis topics may include litigation; Freedom of Information Act; Privacy Act; Ethics, appeals and legal fees; pleadings, legal summaries and reports; personnel law, fair housing, and other substantive HUD program areas. Evaluate and develop non-defensive and defensive litigation for legal cases filed against the Department, including personnel litigation, filed in a variety of forums such as administrative forums, binding arbitrations, and various federal district courts within Region IX. Maintain, examine, and evaluate information in case files. Assist with transactional due diligence reviews, including, without limitation:
drafting routine transactional documents; reviewing loan documents and miscellaneous real estate documents (including UCC financing statements, deeds, and closing documents); reviewing title, lien and litigation searches; reviewing title commitments and/or preliminary title reports (including title exception documents) and surveys and coordinating any needed corrections; following transactions from firm commitment through the closing and post-closing phases; coordinating closely with staff attorneys, Program clients, outside counsel, title companies and surveyors and managing documents and working files throughout the transaction; acting as a liaison between the closing attorney and the Program staff to resolve any problems which may arise; proofreading legal descriptions and other documents for accuracy; attending the closing when requested by the staff attorney; assembling complete and accurate closing dockets and closing memoranda for transmittal; and forwarding other instruments and checks submitted in connection with closings to appropriate HUD office or other offices. Experience:
For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
Performing research and preparing necessary documentation as requested by attorneys in the course of litigation, investigations, and other legal work. OR Education:
You may substitute education for specialized experience as follows:
Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree.OR Combination:
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. You may substitute education for specialized experience as follows:
Completion of 1 full academic year of graduate level education, or eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree.OR Combination:
You may qualify with a combination of qualifying education and experience. (For example:
the completion of 6 months of graduate education and 6 months of specialized experience.)Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
