This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Automotive & Aerospace Center of Excellence and Expertise (AA-CEE), affiliated with the Detroit Field Office. This selection will be made and oversight of this position will be maintained by the Detroit Field Office, but the physical location of this position will remain in New Orleans, LA. Joining the Customs and Border Protection Office of Field Operations will allow you to use your technical expertise in the liquidation of import entries and claims. This position starts at a salary of $64,009.00 (GS-12, Step 1) to $99,741.00 (GS-13, Step 10) with promotion potential to $99,741.00 (GS-12 Step 10). In this position you will become a key team member of Homeland Security professionals providing technical advice on the liquidation of import entries and claims. Typical work assignments include:
Determining the dutiable value, statutory classification, and duties and taxes due for the most difficult and complex entries or entries of unique character or special complexity, e.g. vessel repair, appraisement, conditionally-free, warehouse, dumping and manipulated merchandise entries, reliquidation to implement court decisions resulting from re-appraisement or protests, and reliquidation effected by claims or protests. Examining all documents (entry forms and permits, invoices, reports of Custom and Border Protection Officer's findings or actions taken) and electronic data transmissions to ensure all required documents are present, to verify legal requirements are met based on type and condition of entry, nature of merchandise, and to assure filing is timely. Contacting brokers, importers and DHS staff from outside the immediate office to secure additional information, to explain legal requirements and to resolve differences of opinion.
Experience:
You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Investigating or analyzing a variety of unusual conditions related to making final liquidation of Import entries, problems or questions related to ACE system and entry of goods into the U.S. Determining the dutiable value, statutory classification, and duties and taxes due for the most difficult and complex entries or entries of unique character or special complexity. Assuring that all reported weights, values, currency exchange rates, and extensions are correct. Contacting brokers, importers, and DHS staff from outside the immediate office to secure additional information, explain legal requirements, and resolving any differences of opinion. Experience:
You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Applying extensive application of various liquidation principles to new and unusual highly complex situations in order to ascertain compliance with pertinent laws and regulations, and to determine the amount of duties and taxes due. Examining all documents (e.g. entry forms and permits, invoices, reports of findings from Custom and Border Protection Officers) and electronic data transmissions to ensure filing is timely, determining requirements based on type and condition of entry and nature of merchandise, ensuring restricted merchandise and/or commodities (food, plants, gold, currency, etc.) meet conditions established by other federal agencies including commodities subject under foreign asset control. Converting and researching exchange rates of foreign measures to U.S. currency, Calculating the duties and taxes payable to imported merchandise by applying the classification and value determined. Preparing liquidation worksheets reflecting computations and explanations of additional amounts due the U.S. government or amounts to be refunded to the importer. Education Substitution:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/20/2020. There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency wavier by meeting one or more of the following conditions:

All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
